    There was a similar AECT report with a graph depicting the percent change in Texas Residential Retail Electric Prices from 12/2001 through April 2010. There were five bars for REP competitive areas, three bars for Munis, three bars for Co-ops, and four bars for non-ERCOT IOUs. I assume that the REP bars represent the five ERCOT service areas, and the four bars represent the four non-ERCOT regions. Could you please tell me what the three bars for the Munis and the Co-ops represent?
